Big Changes for Private Renters from May 2026 – What Tenants Need to Know
Major reforms to England’s private rented sector are coming into force on 1 May 2026, bringing new rights and protections for most tenants. The changes are introduced by the Renters’ Rights Act 2025 and apply automatically by law – even if your tenancy agreement is not updated.
Goodbye fixed-term tenancies
From 1 May 2026, private rented homes will no longer be let on fixed-term contracts. All assured and Assured Shorthold Tenancies (ASTs) will become rolling (periodic) tenancies, usually running month to month. Any end date in your current agreement will no longer apply. These changes will be automatic without ending your current tenancy or requiring you to sign a new contract. Your tenancy will continue until you choose to leave, you and your landlord agree to end it, or the landlord has a valid legal reason to seek possession.
Stronger protections against evictions
So‑called “no‑fault” evictions are ending. From 1 May 2026, it will be illegal for landlords to use a Section 21 notice to evict tenants. Instead, landlords must rely on specific legal grounds for possession, such as serious rent arrears, antisocial behaviour or property damage. Some grounds – including wanting to sell the property or move a family member in – cannot be used in the first 12 months of a tenancy.
All evictions will require a Section 8 notice, the correct notice period and, if you do not leave, approval from a court. Landlords must prove their case, and tenants can challenge evictions they believe are unfair.
Changes to rent increases
After 1 May 2026, rent review clauses can no longer be used. Landlords will have to follow a formal legal process to increase rent. Increases will be limited to once per year, must come with at least two months’ written notice, and must not exceed market rent. Tenants will have the right to challenge higher rents at the First-tier Tribunal.
More flexibility and new pet rights
Tenants will be able to end their tenancy at any time by giving at least two months’ written notice, timed to end on or just before a rent day. Shorter notice periods can be agreed in writing. From 1 May 2026, tenants will also gain the right to request a pet, and landlords will not be able to refuse unreasonably.
Support and advice
If you need help or believe your rights are not being respected, free advice is available from Shelter and the Housing Loss Prevention Advice Service. Coventry tenants can also contact the City Council’s Housing Enforcement Team or HMO Team to report disrepair, unlicensed HMOs or other concerns.

Coventry City Council are developing a long-term vision and plan and aiming to produce a 5-year Carers Strategy, delivered by a multi-agency steering group.
The strategy will support to:
- Embed the voices of Coventry residents into a long-term vision for carers
- Inform and develop our commissioned services during the duration of their contract cycle
- Continue the momentum of system led improvement for carers
- Evaluate project support from Accelerated Reform Fund projects and embed learning
- Strengthen council wide and partner approaches to Young Carers
We are asking for the views of current carers, former carers, and those who may care in the future.

Feedback on Council pre-budget proposals
We want to hear from residents, businesses, and organisations in Coventry to tell us what they think about a list of proposed financial savings that we have put together to help us achieve a balanced budget for 2025-26.

Pharmacy Survey - Tell us about your experience of local pharmacies
We are asking residents in Coventry if you can help by participating in the Pharmaceutical Needs Assessment public survey.
Feedback on experiences of accessing local pharmacies across Coventry is important to shape future plans. The survey is open until 10th January.
What is the Pharmaceutical Needs Assessment Public Survey?
Coventry City Council and Warwickshire County Council are conducting the survey, which is officially known as the Pharmaceutical Needs Assessment (PNA), on behalf of the Health & Wellbeing Boards in Coventry and Warwickshire to assess the current and future needs of local pharmacy services available across the patch.
The PNA is a key document that must be revisited every three years and is used by NHS England to inform decisions about applications for new, or changes to existing pharmaceutical services, and the commissioning of NHS-funded services that can be provided by local community pharmacies. It is also used by local authorities and The Coventry and Warwickshire Integrated Care Board (ICB) when commissioning services to meet local health needs and priorities.
The feedback from the public survey will help develop a draft Pharmaceutical Needs Assessment which will then be available for public consultation early next year.

One Coventry services
One Coventry Services aims to deliver some services differently by bringing them together and developing joined-up accessible services in communities through One Coventry Community Hubs.
A consultation period is currently running which closes on Monday 4 November
We want you to tell us what you think. Find out more and complete a survey.
Knowing what services matter most to you
Whether it’s better roads, improvements to parks, support for carers or helping people who become homeless, there are services in Coventry that are more important to different people.
Councils across the country are battling rising prices and increasing demands on their services and Coventry is no different.
This adds to the pressure on the 700 services we deliver every year.
At the same time, as a Council, we know that we cannot do everything we would really like to, but we can make sure that we give everyone the opportunity to have a say in how we build our budget for 2025 and 2026.
That’s why we want to get feedback from you, about where to focus our spending.
We have put together a survey to help us understand from Coventry residents your views and ensure they are embedded into our future financial plans.
If you can spend a few minutes to respond to us, we would love to get your thoughts.
The survey closes on Wednesday 6 November

Have your say on our draft Joint Community Safety Plan for 2024 to 2026.
One of our key priorities as a council is ensuring residents have a powerful voice when it comes to how their services are designed. This consultation is for all our stakeholders to be involved in designing an effective Community Safety Plan for Coventry
Consultation overview
Coventry Community Safety Partnership is a group of organisations working together to ensure that the City remains a safe place. The Community Safety Partnership has identified two main priorities for keeping it safe over a three-year period: protecting the most vulnerable from harm (local priority one), and strengthen and improve local communities to improve outcomes for local people (local priority two).
Aims of the plan
This draft plan intends to identify issues of Anti-Social Behaviour (ASB) and how local residents feel about crime and safety in Coventry and aims to protect any individual or group of people affected by crime or disorder, whilst focusing on the most vulnerable people or groups.
The draft plan sets out how all partners will work together to:
Protect vulnerable people
Prevent crime
Build strong, resilient communities
Who we are consulting
Members of the public, agencies, businesses, and community organisations.
Why we are consulting
We want to ensure that your views as stakeholders and residents of Coventry are considered when creating the Joint Community Safety Plan.
The information you provide will be shared within the partnership and with the West Midlands Police Commissioners Office, this will help to ensure that resource is given where it is needed most and evidence any changes to the draft strategy. Information about how we use your information is detailed within our privacy policy.(External link)
