Council Tax Support scheme 2025/26 consultation

Council Tax Support (CTS) is a means tested discount to help low-income households with the cost of their Council Tax payments. The Government sets the rules which tell us how much CTS can be paid to people of pension age, and Coventry City Council is responsible for setting the scheme for working age households.

The Council currently provides a CTS scheme that helps working age households on a low income with up to 80% of their Council Tax costs.

In 2025/26 the Council faces a £10.8m gap between how much money we receive and how much we need to pay to run essential services. Some increased funding from the Government has helped, however we still need to reduce how much we spend to balance the books. One of the options being considered is to reduce the amount of support provided through the CTS scheme for working age households. People of pension age (currently 66 and over) are protected from changes under government rules and will continue to receive up to 100% of their Council Tax costs. 

We must set a balanced budget, each year by law, which means the amount we plan to spend cannot be more than the income we expect to receive. That’s why we are looking at lots of ways that we could reduce Council spending, or increase income, to ensure that we are able to continue providing our most essential services.

Proposal for 2025/2026

We are proposing two changes to the current CTS scheme:

  1. Reducing the maximum CTS entitlement for working age households from 80% to 75%
  2. Giving additional support where a resident is made liable for Council Tax for two homes under certain circumstances
